Born on the Canadian prairies and raised in Vancouver, BC, Chad obtained his undergraduate and Master's degrees at Simon Fraser University and the University of British Columbia. He received his PhD in 1996 from the University of Kentucky for a thesis on the political ecology of water management in post-communist Bulgaria.

Chad has more than 100 publications, mostly in the area of sustainable resource management at the community scale. He is actively researching community and household scale sustainable water systems in Uganda, Peru and India. He has won more than £2.5 million in grant funding from a range of public, private and charitable funders, and regular reviews funding applications for a number of national funding bodies.
